CITY OF LYNN PARKING PERMIT PORTAL

Welcome to the City of Lynn Resident Parking and Municipal Parking Permit Portal

·        To start, click on “Register” in the upper right corner; only one account per household is required.

·         Register using an email address and by providing an active phone number at which you can receive email/calls.

·         Users may purchase one (1) permit per license plate.

Prohibition on Resale or Upcharging For Any Permit

Parking permits are issued solely for the use of the person, household, business, or vehicle to which they are assigned and shall not be sold, transferred, assigned, leased, or otherwise conveyed to any other person or entity without the written consent of the City of Lynn Parking Department.  No permit holder or account manager shall resell, offer for resale, charge an administrative fee, or exchange a parking permit for compensation exceeding the fee established by the City of Lynn.  Any attempt to profit from the sale, transfer, or use of a parking permit, or by charging an administrative fee, is prohibited and may result in permit revocation, denial of future permit eligibility, fines, revocation of administrative authority to act as account manager for multiple permit accounts, and any other remedies authorized by law.

City of Lynn Resident Parking - Resident Permits

·         The fee for resident parking permits is $20 per vehicle. Permits are valid for one (1) year from the date of purchase.  A discounted rate of 25% off is available for a senior/Veteran/handicapped residential parking permit.

·         All resident parking permits include the ability to request 2 (two) visitor passes, free of charge, which are valid for seven (7) days.

·         To receive a residential parking permit, you must submit an electronic scan or photo of the valid vehicle registration, showing that the vehicle’s primary or garaged address is the same address at which you are applying for a residential parking permit.  Applications that do not include this will be rejected.

·         The City of Lynn Parking Department may revoke or suspend any residential parking permit or visitor permit if said permits are misused.

·         Resident permit parking zones are voted upon by the residents of the specific street in which the zone is proposed, and are confirmed by petition to the Traffic Commission.

·         No physical permit needs to be displayed on the vehicle.

City of Lynn Resident Parking – Visitor Permits

·         Once you have registered for a resident parking permit, you are able to submit requests for up to two (2) visitor passes free of charge.  Visitor passes are valid for up to seven (7) days and may be renewed every week.

·         Once registered for a resident parking permit, select your location, scroll down and over to the “Visitor Pass,”, and click “Action – Buy.”  The permit price should be $0. If you have an active resident parking permit, the visitor parking permit will become active instantly; if you have not registered a vehicle at the address listed on the account, it will ask for proof of address to verify.  Once verified, the visitor parking permit will become approved and active.

·         NO PHYSICAL PERMIT NEEDS TO BE DISPLAYED ON THE VEHICLE.

City of Lynn – Municipal Parking Permits

·         The municipal parking permits are offered as:

o   A Day Pass for $50 per month (valid 7AM-7PM);

o   A Night Pass for $50 per month (valid 7PM-7AM Monday through Thursday, and 7PM Friday through 7AM Monday); and

o   A 24-Hour Pass at the Andrew Street and Buffum Street lots for $100 per month.

·         Market Square and Wyoma Square lot day permits are only available to businesses and employees in the area.

·         Payments made be made in advance, using the 3-month, 6-month, or 1-year payment options.

·         Monthly payments may be made online, at Lynn.ThePermitPortal.com, by mail, or in person (Lynn City Hall, 3 City Hall Square, Room 101, Lynn, MA 01901).

·         Collected fees are used to cover the costs of maintaining the lots and the online portal, and does not include security or supervision of lots.  Therefore, parking is at one’s own risk, and the City of Lynn is not responsible for damage or theft to vehicles or their contents while parked in a municipal lot. 

·         Please park correctly, utilizing only ONE space, so that others will have adequate space.  Anyone parked incorrectly (for example, by parking between the lines and taking more than one space) will be ticketed as illegally parked, even with a valid permit.

·         **SNOW EMERGENCIES IN MUNICIPAL LOTS**  You will be notified by email to temporarily move the vehicle in the lot after or during a snow emergency so that plows are able to properly clear the lot.  Please move your vehicle to a space cleared of snow so that the entire lot can be cleared.  Failure or refusal to move your vehicle will result in ticketing and towing, even with a valid permit.

** Snow permit program - only active during winter months**

·         When parking in one of the City’s open snow lots, register under the location so we can best keep you informed!  Snow permits allow you to be notified by email of changes with the City Snow Emergency and snow parking lots.

·         If a parking ban is lifted BEFORE 9PM, residents have TWO hours to remove cars from snow lots.

·         If a parking ban is lifted AFTER 9PM, residents have until 6AM the next day to remove cars from snow lots.

·         ANY CARS LEFT IN A SNOW LOT AFTER THE DEADLINE HAS PASSED WILL BE TOWED TO A HOLDING LOT AT 389 BLOSSOM STREET (LYNN FERRY TERMINAL SITE) SO THAT LOTS MAY BE CLEARED FOR SCHOOL.  PLEASE CALL 781-598-4000 WITH ANY QUESTIONS.

All motor vehicles parked in any municipal lot are parked entirely at the vehicle owner’s risk. The City of Lynn assumes no responsibility or liability for any loss, damage, or injury to vehicles or their contents resulting from fire, theft, vandalism, water leaks, acts of nature, or the actions of third parties. All persons using municipal lots agree to release, indemnify, and hold harmless the City of Lynn from any and all claims, damages, or liabilities arising out of such use.
